Overview:

The Drone & Information Systems Advisor is responsible for training Haitian National Police (HNP) officers in the operation, safety, and regulations surrounding the use of drones and anti-drone devices, and for assisting the HNP with the management, maintenance, and support of the HNP’s information systems infrastructure.

This position is contingent upon contract award.

 

Primary Responsibilities:

  • Conducting Training Sessions, both classroom-based and practical training on drone and anti-drone operation, which includes teaching flight theory, drone mechanics, and safety protocols.
  • Teaching students about local, national, and international regulations that govern drone usage, including airspace rules, privacy concerns, and drone licensing requirements.
  • Preparing lesson plans, presentations, and other materials that will aid students in learning about drones and anti-drone devices, their uses, and best practices.
  • Providing safety guidelines, including how to avoid hazards, pre-flight inspections, and how to handle emergencies during flight.
  • Teaching basic maintenance and troubleshooting skills for drones and anti-drone devices, such as battery management, software updates, and hardware care.

Supervisory Responsibilities:

None

Education and/or Experience:

  • On active duty or retired from a bona fide police department (preferably a metropolitan area), sheriff’s department, or Bachelor’s degree or equivalent experience, and a minimum of 10 years of law enforcement experience, at least five (3-5) years of which are within a U.S.- SWAT team, management, organizational development, planning, and/or training, two years of which must have been at the rank of Sergeant (or equivalent) or higher.

Knowledge, Skills, and Abilities:

  • Willingness and capability to work in a fluid environment, and under challenging circumstances.

Certificates, Licenses, Registrations:

  • Fluency in English and French; Creole proficiency is advantageous.

Physical Demands:

Must be able to physically and medically perform in Haiti and in challenging environments. While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell.  The employee must occasionally lift and or move up to 25 pounds.  

 

Travel:

Local and/or international travel may be required.
